Andy is moody, contrary, has no respect for other sentient beings, appears to be unintelligent, has no interest in the outside world, is very fat and is just plain lazy. Furthermore, Andy could be viewed as being genuinely mentally retarded, but this could just be regarded as the manifestation of his ignorant nature, and the perceived corruption of his psyche owing to watching too much television.
The wheelchair in which he constantly sits is purely decorative. As soon as his court appointed carer isn't looking, he happily (and sneakily) does whatever pleases him. This has been a major problem for the Goons, as they need to come up with convoluted charades in order to distract him so Andy can take the pitch.
